If I buy a TV tuner for my laptop, can I connect my coax cable from my basic tv stations (I don't have cable, just a roof antenna) and watch TV that way? I don't want to watch streaming video over the internet.

Yes. But to watch regular broadcast stations, you will have to have the signal converter box by Feb. 2009. But for now it will work.
If you get cable or satellite by then, you won't have to worry about the converter box.
